Thanks, I eventually realized that I left that out.

I guess my other problem - with the handler - was actually an error on my part. (I’'ve edited this post twice due to terrible typing skills.)

Nope, but this should do it:

tell application "Safari" to make new document with properties {URL:contents of anyItem}
end tell
